The manual says 12 minutes but mine took 18, is that normal?

I got a new air fryer last week and tried making frozen chicken tenders at 400 degrees. The bag said 12 minutes but after 12 they were still cold in the middle, so I kept adding time in 2 minute bursts. Anyone else find the listed times are always off by like 5 or 6 minutes, or is my unit just running weak?

Mine does the exact same thing with fries and nuggets, always gotta add 5 or 6 minutes. Frozen stuff just never cooks in the time they print on the bag.
