I finally got a straight answer from the city about my back alley fence
The permit guy at the counter in Red Deer took one look at my drawing and told me the fence can't be within 1.2 metres of the property line, which nobody on the phone bothered to mention. Now I'm out $340 on lumber I already cut. Has anyone here dealt with a setback rule that wasn't on the website?
