That $400 radon mitigation system I had installed in my Edmonton basement was a total scam.

The contractor said it would drop levels below 100 Bq/m3 but three months later my monitor still reads 180 and he won't return my calls, has anyone else dealt with a company that just slaps in a fan and calls it done?

Felt that one, my radon fan sounds like a dying hair dryer and my levels barely budged either. Paid $450 for a guy to basically screw a fan into my sump pump hole and spray foam around it, still sitting at 140 Bq/m3 a year later. At this point I'm half convinced my house is just a giant radon trap and the fan is just there for moral support.

Actually, I see this a bit differently (and I know that's probably not what you want to hear). A $400 system for a whole house in Edmonton is suspiciously cheap - most proper setups with sub-slab depressurization run closer to $800-$1200 here. The guy who slapped a fan into your sump hole was cutting every corner he could, and that's on him not the technology itself. My neighbor paid $950 for a legit install where they actually drilled through the basement slab and ran pipe outside, and his levels dropped from 250 to 45 Bq/m3 like clockwork. That initial 180 reading after three months suggests the fan might be undersized or the system isn't properly sealed where it needs to be (like around the sump cover or any cracks). So yeah, it's a real bummer you got burned by a lousy contractor, but please don't write off radon mitigation completely - there are good installers out there who actually know what they're doing.
