Three weeks to fix a tiny crack in my stucco in Lethbridge

I noticed this hairline crack above my garage door back in April and figured it was a quick caulk and paint job, but every patch I tried just peeled off by the next rain. Turns out the previous owner had used acrylic caulk over an old silicone line, so nothing would stick until I ground it all out and used a bonding primer. Has anyone else fought a mystery adhesion issue like this on older Alberta homes, or am I just unlucky?

Crack above a garage door usually means the house is settling, not a patch problem.
