Noticed something odd about street signs in Portland last month

I was driving around the southeast side and every other signpost had these tiny stickers or tags that looked like code, not graffiti. Some had numbers and letters that matched nothing I could find online. Tbh, I started checking about 20 of them and 3 had the same weird sequence, which felt too specific to be random. Has anyone else spotted these and figured out what they mean?
