I noticed something wild over the last 3 weeks messing with my Instagram reels. I used to throw like 25 hashtags on every post and got maybe 400 views, no big deal. Gotta disagree with the pattern you're seeing here. I've tested this exact thing across my own reels and the count never mattered as much as the content itself. One week I used 2 tags and got 30k views on a random clip, next week same tags and got 200. The algorithm feels way more random than that, like it picks based on watch time and shares, not tag count. Your 12k hit probably happened because the video was just better, not because you added two more hashtags.
