What exactly did he say" is the wrong question. He's been rambling for weeks about "the integrity of the process" and "deep state operatives" without naming one concrete person or policy. That's the mess. He can't point to a single document or vote that was rigged. It's just vague fear-mongering to keep his base angry. Meanwhile, nothing actually got fixed.
