Choosing between grow lights almost killed my seedlings

I had to pick between a cheap LED panel and a pricey full spectrum one for my winter tomatoes. I went cheap to save $80, and now everything is stretching and pale after 3 weeks. Has anyone else had a budget light just not cut it or did I mess up the distance somehow?
