My entire batch of heirloom tomato seedlings got leggy and fell over last month. I think my grow light was too far away.

That leggy seedling thing is a perfect example of how close is never close enough. You see it with phone chargers on the nightstand, just out of reach, or the TV remote sitting on the coffee table instead of in your hand. The thing you need has to be right there, actively in place, or it might as well not exist. My grow lights practically need to be touching the leaves now, because almost right doesn't grow plants.

That line about "almost right doesn't grow plants" is so true. It's like @logan_mitchell's charger, where a small gap makes the whole thing useless. You really have to get things exactly in place for them to work.
