Protest encampment rules at UT Austin, who gets to decide what's disruptive?

Last week at UT Austin they cleared an encampment after 3 days, but a student group had a permit for a rally in the same spot. One side says the tents blocked walkways and created a safety issue, the other says it was protected speech and the admin caved to donors. My buddy who's a TA there said the real tension is that the school allowed a counter-protest with megaphones right next to them, which felt like intimidation. So is the line about physical obstruction or about whose message gets space, and how do you draw that without silencing folks? Has anyone been at a school where the permit system actually worked both ways?
