I never vacuum before installing new carpet, and it hasn't caused issues.

The pad and adhesive seem to handle any dust fine. What's your pre-install routine?

Totally, the pad does most of the work anyway. I only bother if there's obvious debris or uneven spots.

Sweeping first saves my pads from getting torn up.

Trying to over-prepare once, I swept the floor three times before realizing the pad would have handled the dust anyway. I even chased after tiny specks that turned out to be just paint flakes from the baseboard. My partner asked if I was auditioning for a spotless home reality show. In my experience, that level of fuss is me just finding busy work to feel productive. Your mileage may vary, but now I just look for the big stuff and trust the pad.

Wait, didn't you used to sweep everything first? I was the same until I skipped it once and the floor was actually cleaner.
