DAE notice crews keep skipping the smoke shelf on ranch-style homes?

Did a sweep on a 1972 ranch in Fort Worth yesterday and pulled about two gallons of soot off a smoke shelf the previous guy never touched. He told the homeowner it was 'self-cleaning' and just ran his rod straight up the flue. How many of you are pulling the damper plate to check behind it, or am I the odd one out here?
