Took me 5 months to get 3 bins for my apartment building, and the city still said no
I live in a 4 unit building in Cleveland and our landlord would not pay for recycling, so I started calling the city back in March to ask for bins. It turns out our block is not on the pickup route, and every person I talked to sent me to someone else, so it dragged out until August with nothing to show for it. Has anyone gotten a small building added to a city recycling route, and if so, who did you actually have to talk to?

I used to figure the city just handled this stuff on its own, you know, you put out the bin and somebody comes. Then my neighbor spent like four months on the phone trying to get our street added and I watched the whole mess. Every call got her a new name and a new promise and nothing else. Turns out there's a route list somewhere and if your block isn't on it, nobody at the front desk can just add you. She finally got somewhere by calling the council person for our ward, not the trash department. So skip the 311 runaround and go straight to your council member's office.
