Question about a childhood friend's missing garden gnome

My friend from my old town is sure the local government stole her family's garden gnome in the 90s as a warning, but I always thought the neighbor kids just took it as a prank. She still brings it up and has a full binder of 'clues' like town water bills from that month. Has anyone else heard a small-town story this weird that people actually believe?

My buddy's uncle swore the town shut off his streetlight for a whole year because he painted his fence a weird color. He had a whole folder of power company work orders and photos of the dark spot. The town said it was just a broken bulb, but he was convinced it was a targeted blackout. People get these ideas in their heads and the proof just piles up.

Wild how people latch onto the weirdest explanations for small stuff. You see it everywhere, not just missing gnomes.
