You see it when someone spends three hours researching Victorian era door hinges for a one-sentence setting detail (instead of just writing the scene), or endlessly tweaks a character questionnaire while the actual chapter sits blank. That's the delay tactic, a sort of creative avoidance where perfecting the prompt feels like progress.
