Showerthought: That time in 'The Dark Knight' when Batman's sonar phone thing could see through walls but Joker just walks into a bank with a clown mask on

Honestly, I was rewatching 'The Dark Knight' last weekend and got stuck on this one part. Batman builds this crazy sonar system that lets him see every phone in Gotham, but Joker just walks into the bank in the opening scene wearing a plain clown mask. How come Bruce couldn't just scan for clown masks across the city using that tech? It feels like a total oversight. Has anyone else wondered why he didn't just cross-reference mask purchases with known hideouts or something?

Wait, that sonar thing came way later in the movie though.

Wait, does that mean the sonar system wasn't even supposed to be working yet at that point, or did Batman just not think to use it for something that obvious?

Wait, is it even possible for a facial recognition system to scan for clown masks in real time back then? That tech was supposed to be experimental and not fully deployed yet, like @king.val pointed out. Bruce likely just didn't have the software ready to cross-reference mask purchases with suspect locations at that point.
