Probably just old experiments they gave up on decades ago.

Had a buddy who worked maintenance at an old military base out in the desert, and he said they found whole rooms full of stuff like this. Filing cabinets with papers from the 60s, weird equipment nobody could identify, just left to rot for decades. He told me they were told to throw it all in a dumpster, no questions asked, no keeping souvenirs. Makes you wonder what else is sitting around in those places.
