My mom's $40 inhaler vs. my $340 one, same drug different bottle

I used to pick up my asthma inhaler for $40 at the local pharmacy in Cleveland, but after my insurance changed in January, the exact same medication now costs me $340 through their mail-order service. My mom still pays the old price because she's on a different plan, and we compared the boxes side by side, same active ingredient, same dose, just a different label and a 8x price jump. Is this just how the system works now, or is someone in the middle pocketing the difference and does anyone have a trick to fight it?
